Working closely with NTA members, the United Nations issued the National Transfer Accounts manual: Measuring and analyzing the generational economy. The manual was produced as part of a United Nations Development Account project (ROA 167). It is designed to support capacity-development efforts, assisting researchers from countries all over the world to construct National Transfer Accounts and to interpret and analyze them as a guide to policy. Building on work carried out for more than a decade by members of the NTA global network, the NTA manual presents the concepts, methods, and estimation procedures for measuring financial flows over the lifecycle.

Update: The version of the manual available here was updated on 10 July 2014 to include corrections in Appendix E.

The result of a substantial seven-year research project involving more than 50 economists and demographers from Africa, Asia, Europe, Latin America, and the United States, this book draws on the conceptual framework of the National Transfer Accounts to quantify the economic life cycle and economic flows across generations. It presents comprehensive estimates of both public and private economic flows between generations and emphasizes the global nature of changes in population age structure that are affecting rich and poor countries alike.
