Abstract
Together with the consolidation of welfare programs in Brazil, gains in life expectancy have been significant in the country, not only at younger ages but also at adult and older ages. Considering there is an increasing debate about adjusting the retirement age in PAYG systems based on gains in longevity, we propose to estimate the burden of population aging between contributors and beneficiaries in Brazil. We evaluate the extent to which changes in the retirement age, based on gains in longevity, would have alleviated the effects of the demographic transition in Brazil.We also look at how regional differences in demographic changes over time - age structure and life-expectancy at retirement - may have affected the redistribution of public resources through PAYG systems across Brazilian states.
